(DCNF)—CNN panelist Ana Navarro called on Immigration and Customs Enforcement (ICE) agents on Wednesday to arrest illegal aliens upon their release from jails and prisons, without appearing to know that’s already being done.
Navarro suggested on “CNN NewsNight” that sending thousands of ICE agents to Minneapolis is unnecessary because an agent can simply arrive at a county jail and arrest an illegal alien as they are released. Nearly half of ICE arrests, 48%, happen outside of local jails and other lock-ups in states that cooperate with the agency, according to the Prison Policy Initiative.
“I spoke to a police chief, a very experienced, respected police chief today. And I asked him, could ICE be at the county jail, because the state prisons we all agree is doing, is putting a detainer, is handing them over to ICE. Could ICE agents be at the door of the county jail? And when an undocumented immigrant has served their time or is released, could they grab him? Yes, there’s nothing stopping them from doing that,” Navarro said.
“That’s what a detainer is,” former New York City Council Republican leader Joe Borelli said. “That’s what we’re talking about.”

An immigration detainer is a request from ICE that asks federal, state and local law enforcement, including county jails, to notify the agency before they release the illegal alien and hold that suspect in custody for up to 48 hours beyond their release so agents have time to detain them, according to ICE’s website. The purpose of a detainer is to ensure that agents arrest an alien in a “safe, controlled environment” instead of in the community at-large.
ICE often issues detainers for those convicted of kidnapping, homicide, sexual assault, human trafficking, and other heinous crimes.
Navarro said that a detainer would be “less costly” to Minneapolis and taxpayers if two ICE agents simply arrived at the jail.
“The names of the people who are detained in a county jail are public information,” Navarro said. “Anybody in the media can get them. Any of us can get those names. So they could run those names, know who is here illegally, if there’s anybody illegally, know when their sentence is up. And yes, you know what? It would be a lot less costly to the businesses in Minneapolis, to the city of Minneapolis, to us as taxpayers if they put two ICE agents at the door of the county jail than if they have 3,000 agents terrorizing and occupying an American city.”
“You’re absolutely right because you just described the process of honoring ICE detainers, which is fantastic,” Borelli replied.
President Donald Trump’s administration sent nearly 1,000 additional ICE agents to Minnesota to help immigration enforcement carry out their operations safely. Anti-ICE riots have continued to disrupt order in Minneapolis since the deaths of Renee Good, who was shot by an ICE agent when she hit him with her car, and Alex Pretti, an armed protester who was shot by a Border Patrol agent.
Footage released on Wednesday showed Pretti spitting at immigration enforcement and breaking the taillight of their vehicle just 11 days before his death. Agents then exited the car and held him to the ground.
